The Enterprise Acquisition Gateway for Leading Edge Solutions II

The Enterprise Acquisition Gateway for Leading Edge Solutions II (EAGLE II) is a Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide a full range of IT services, technical and management expertise, and solution-related enabling products to meet the mission needs of the Department of Homeland Security.

SiloSmashers is a Small Business prime contractor under EAGLE II Functional Category 2: Information Technology Program Support Services. Under this Category, contractors shall provide a full range of business and technical management services in support of DHS offices or programs. These services encompass all areas of IT policy and planning including, but not limited to, capital planning, strategic planning, workforce planning, budget execution, performance management, enterprise architecture, data management, information sharing, information security, training, enterprise resource management, business process re-engineering, IT transformation and strategy, organizational change management, and program management office support.

Project: Logistics Supply Chain Management System (LSCMS)

Description: Hurricane Katrina demonstrated FEMA’s need to implement a comprehensive, integrated, end-to-end supply chain management capability that delivered life-sustaining commodities, including commodity tracking. LSCMS was established to support this need and fulfill Recommendation No. 38 from the President’s Report on Hurricane Katrina, Homeland Security Presidential Directive 5: National Incident Management, and the DHS goal of building a nimble emergency response system. The goal was to improve speed/performance/accountability of receipt, inventory, deployment, and distribution of disaster commodities/assets, enabling FEMA to support and sustain efficient/effective responses to multiple disasters.

Results: Our work directly and positively impacts the DHS mission to secure the nation and preserve our freedoms by ensuring DHS assets are properly accounted for, staged, and managed for quick distribution to disaster victims in response to a national emergency requiring FEMA’s support. SiloSmashers supported DHS in sharpening its post-Katrina operational effectiveness, particularly in delivering services in support of DHS-wide initiatives and helping ensure the LSCMS priorities were aligned, linking programs and operations to performance measures, mission goals, resource priorities, and strategic objectives.

Project: Management & Financial Management Planning Support

Description: SiloSmashers was contracted by the FPS to provide project management and financial management support to ensure the effective and efficient management and implementation of FPS Mission Action Plans (MAPs), a portfolio of internal projects designed to address and improve operational and financial performance. SiloSmashers supports: the monitoring and management of FPS’ assessment, documentation, and implementation of the MAPs Master Project Plan; the reporting on FPS MAPs to internal and external stakeholders; the development of requirements, tools, policies, and charters; and the monitoring of the day-to-day operations of the Plans implementation.

Project: TSA Flight Programs Contracted Support Services

Description: To strengthen the security of flight decks, passengers, crews, and the American public against terrorist attacks staged aboard aircraft, the Federal Air Marshal Service (FAMS) Flight Programs Division instituted role-specific, self-defense training programs for eligible on-board flight and cabin crew volunteers. The FAMS Federal Flight Deck Officer (FFDO) Program Management Office (PMO) faced numerous challenges in the mission to expand the number of geographically dispersed training sites, operating 24/7, while maintaining the high standards of the FAMS training.

Results: The SiloSmashers integrated support team has successfully managed FAMS Flight Programs business-related tasks, including sustainable processes and procedures for operations and the program, finances, agreements/contracts, customer service, communications, quality control, and assisting with budget formulation is able to provide the best assistance to FFDO PMO. The team implemented a dashboard system that enables the client to monitor the progress of Flight Programs operations and communications. SiloSmashers also supports training management tasks in complex environments at multiple training sites within the United States. Our team has focused on communications, within the Program Office as well as outward to multiple stakeholder groups, to ensure success of program goals and objectives. SiloSmashers Team has received many accolades from government and Flight Programs stakeholders on their outstanding performance and on individual team member contributions to the FAMS Program Office.

Quality and continuous process improvement are fundamental tenets of the SiloSmashers Team peak-performance approach to IT program management support services. We understand our role on EAGLE II is to support DHS by better aligning technology programs with the DHS mission to enhance mission success. As a registered ISO 9001:2015 corporation, SiloSmashers conducts its internal, day-to-day operations in a manner that achieves quality with standards that continuously improve performance and efficiency. SiloSmashers incorporates that philosophy and its approaches into all delivery services, described below.

Commitment to Quality: Our Investment for DHS Success

We believe that under quality planning (QP), the function of quality assurance (QA) is to validate that processes and procedures are performed according to applicable regulations and standard operating procedures. This is accomplished by reviewing process documentation and observing work in progress. The quality control (QC) function reviews and inspects work products against applicable criteria and standards.

The PM reviews the quality of deliveries monthly/quarterly at SiloSmashers executive levels, and daily/weekly quality measurements informally and formally at the PMO level. The PM provides oversight to the TOMS, and the TOMs provide oversight to technical staff by managing and inspecting daily TO work activities and deliverables. The SiloSmashers Team will consistently leverage these methods to ensure predictable outcomes and results.

Standards and Expectations: Achieving Goals and Objectives Effectively

The standards and metrics we use to manage QA and QC are based on American National Standards Institute (ANSI), National Institute of Standards and Technology, and industry best-practices recorded in professional sources such as the Information Technology Infrastructure Library (ITIL), Project Management Institute (PMI), the Defense Acquisition University (DAU), and SiloSmashers’s own best practices. We expect deliverables and performance to meet and exceed standards, and overall work performance to achieve high levels of service through continuous process improvement.

Approach to Quality: Establishing Measurable Results

Our QP methodology is based on industry-leading practices and standards outlined in the Project Management Body of Knowledge, CMMI, and ISO processes. These components make up a repeatable quality life-cycle that will be tailored and scaled to the size, scope, and type of TO project requirement. The methodology provides a balanced approach, focusing on processes and products, and includes QP, QA, and QC.
