Angela Drummond- Rodgers is the founder and CEO of SiloSmashers, Inc., a privately-held, strategy and technology consulting firm, located in Fairfax, Virginia. Ms. Drummond- Rodgers established the firm in 1992 to provide collaborative management consulting services to the public sector.
Ms. Drummond-Rodgers is recognized as an industry expert in collaborative change management and program management. She created, authored, and led the development of Silosmashers’ Peak Performance Methodology™, which enables organizations to realize the full potential of their people, projects, and assets, and maximize business success. Ms. Drummond- Rodgers has consulted with numerous organizations in the areas of strategic planning, change management, knowledge management, large technology implementations, and culture assessments. With a clear understanding of customers’ most difficult challenges, she has focused SiloSmashers’ service offerings on Program and Project Management Support, Performance Management, and IT Security.
Ms. Drummond-Rodgers participates in a number of professional, as well as community service, organizations. She currently serves on the executive committee and is a Board member for the Professional Services Council. She is an active member of Women in Technology, the American Council for Technology/Industry Advisory Council, the Association of Federal Information Resource Management, and is founding member of the National Association of Women Business Owners—NOVA Chapter. Ms. Drummond- Rodgers is a member of the Dean’s Council for Radford University’s College of Business and Economics. She has served on the Board of the March of Dimes and United Cerebral Palsy. She is a fundraiser for a variety of charitable organizations, particularly and most recently for the Leukemia and Lymphoma Society.
Ms. Drummond-Rodgers is a frequent speaker on industry and association panels on the subjects of leadership and change management. She has been featured on TV, radio and in numerous print publications and books. A Native American, Ms. Drummond-Rodgers is a descendant of the Powhattan Confederation, and native to Virginia. She received a Bachelor of Science from Radford University.
Paul Langevin is Chief Financial Officer at SiloSmashers where he is responsible for leading the organization’s external and internal-facing financial functions, including: financial planning and accounting; executive-level financial measurement and reporting; capital investment and cash management; and tax and audit compliance. He analyzes current economic, business, and financial conditions and their impact on the company’s policies and operations. He also drives policy, strategy, and negotiation for all banking, client and partner agreements; and engages and maintains contact with financial institutions and the investment community.
Mr. Langevin brings to the company over 20 years of experience and expertise in the areas of financial management, organizational management, and business relations. Prior to re-joining SiloSmashers, he was Chief Financial Officer (CFO) at 3001, Inc. where he led finance, administration, and IT operations, and was a key leader in the sale and transition of the company to Northrop Grumman. He served in a similar role of CFO and Senior Vice President of finance, administration and IT, for four years previously, at SiloSmashers, where he was responsible for financial planning and reporting, cash flow management, project budgeting, strategic forecasting, and IT and administrative infrastructure. Langevin has also held senior-level management positions at BNFL, OHM, ManTech, and ICF International.
Mr. Langevin graduated from the University of Massachusetts-Dartmouth with a Bachelor of Science degree and passed the Certified Public Accountant (CPA) Exam in Virginia.
Scott Young is the Chief Technology Officer at SiloSmashers where he works with staff across the organization, providing technical and technological thought leadership, guidance, and expertise in the advancement of SiloSmashers’ technology strategy. In this role, Mr. Young is responsible for growing market share in targeted government segments, increasing workforce efficiencies, developing cost-cutting technologies and solutions that deliver greater value to our clients, and working closely with project teams to coordinate the development of SiloSmashers’ intellectual property.
Samantha Byrd serves as SiloSmashers’ Vice President of Human Capital Strategy and Organizational Development. In this position, Ms. Byrd plays a key role in developing and implementing people and program strategies to support corporate growth. She is responsible for the overall planning, direction, and guidance in defining the company’s human capital strategy, core competencies, policies, and procedures that directly support SiloSmashers’ business development strategy and growth culture.
Prior to her promotion to Vice President, Ms. Byrd was the company’s Director of Human Resources, where she led the department in strategic planning for organizational growth, developed staffing plans, instituted a new employee performance program, managed time reporting and compensation, and implemented many innovative policies and procedures company-wide.
Before joining SiloSmashers, Ms. Byrd was a Human Resources consultant, assisting companies with human resources management, audits, corporate strategic planning, and implementation of best HR practices. Before then, she served as Director of Human Resources and Organizational Development for several other organizations including The American Council on Renewable Energy and Panacea Consulting.
Ms. Byrd holds a Bachelor of Arts degree in political science and Master’s degree in human resources, both from George Washington University. She also earned a certificate in Strategic Decision Making for Human Resources from the Wharton School, University of Pennsylvania.
Robert (Robb) Jolly serves as Vice President of the Transportation business unit where he coordinates the team and project development for the surface, aviation and marine programs for SiloSmashers. Mr. Jolly has over 30 years of experience, in a broad base of initiatives, in both the private and public sectors. His contributions to federal and state programs include, EPA, FAA, FHWA, USDA, State DOT, as well as, applied research initiatives related to product performance, sustainability, context sensitive solutions and low impact development practices.
Prior to joining SiloSmashers, Mr. Jolly was a principal at his own strategic communications and design consulting company. He served with Michael Gallis and Holland Young on the Jacobs Consultancy/AECom team as Deputy Project Manager of the visioning component for the San Antonio, Texas Airport Comprehensive Master Planning team supporting the facilitation of the public outreach and the visioning component of a multi-modal planning initiative for the development and delivery of an integrated long range 21st century airport plan. He teamed with them again on the visioning component for San Diego’s Lindbergh Field, “Ultimate Build-out” project, supporting facilitation and coordination of the public outreach and visioning component of the master planning initiative, and guided integration of the public/private, multi-agency involvement in the development of a multi-modal strategy and plan for the San Diego Aviation Authority.
For over 15 years he was responsible for market development and communications for the nations concrete infrastructure contracting industry representing over 200 of the country’s major mainline contractor’s in the surface, local streets and aviation markets.
Mr. Jolly also assisted in the development and launch of the Green Highways Partnership’s (GHP) Training and Development Center, a national program initiative supported by the EPA, FHWA and industry partners under an EPA cooperative grant. He also served as the GHP’s Chair for communication’s, development and outreach.
Mr. Jolly graduated from the University of North Carolina, Charlotte, with a BA in Architecture and a Minor in Planning, Urban Design and Geography. He also holds a Master’s degree in Architectural Theory and Technology with emphasis on representation and visual language development from the same university. He is a registered architect and a planner.
Jeffery Nulf serves as a SiloSmashers Vice President, providing oversight and guidance for Federal Government programs under the Environmental Protection Agency (EPA) Business Unit. Leading the EPA practice, Mr. Nulf is responsible for increasing the scope of the operations, revenue generation and capabilities growth in the areas of program/project management support, performance management, information technology service management, data management and government organizational transformation. His teams across the EPA enterprise focus on deploying business solutions that meet EPA client missions and performance goals while maximizing their return-on-investment.
Mr. Nulf has nearly 19 years of experience in management consulting and public sector organizational management, transformation and policy. Prior to joining SiloSmashers in 2008, Mr. Nulf served as the Deputy Assistant Secretary for Administration, Office of the Chief Financial Officer and Assistant Secretary for Administration (CFO/ASA) for the U.S. Department of Commerce. As the CFO/ASA’s principal deputy and appointed by the President, Mr. Nulf was engaged in all aspects of the Office’s nine directorates, which included $118 million in budgetary resources and 545 employees. During his tenure at Commerce, Mr. Nulf played a key role in implementing important management reforms, including Presidential initiatives specifically involving strategic human capital management and improved service delivery to client operating units.
Before joining the Department of Commerce, Mr. Nulf served as Vice President for Organizational Development with Middleburg Financial Corporation. Mr. Nulf also held the position of Director for Human Resources with Ciraden, Inc., and served as Director for Human Resources for the Republican National Committee.
Mr. Nulf received a bachelor's degree in business administration, majoring in business finance, from Radford University in 1990. He also holds certifications in the field of human resources management from the Wharton School of Business, George Mason University, and the Society of Human Resources Management.
