Challenge

EPA established a seven-vendor BPA to provide support under the ITS-EPA II contract, replacing an existing one-vendor contract. While gaining significant benefits from the BPA approach, EPA also assumed the challenge, along with the associated risk, of managing multiple vendors. SiloSmashers was selected to assist the Office of Technology Operations & Planning (OTOP) in developing a management framework to support the multiple-vendor environment, identifying and standardizing common practices, establishing a blueprint for their execution, and developing tools and dashboards to support day-to-day operations and management decisions.

Solution

  • Established new processes and procedures, based upon industry best practices, and instituted a Community of Practice to help OTOP manage the new contract efficiently and cost-effectively.
  • Developed a new task assignment and reporting tool based on an existing application that streamlined the task management process.
  • Developed an Oracle-based business intelligence dashboard tool, utilizing data gathered from multiple information systems that collates and aggregates data into meaningful compilations that can be viewed graphically or in tabular formats, improving the management decision making process.
  • Established a Program Management/ Information Technology Infrastructure Library (ITIL) framework and functionality within the organization.
  • Introduced an integrated Change Management process that builds on current internal processes, but incorporates ITIL-based industry best practices.

Results

Information technology managers and key IT staff have current data at their fingertips to support critical business decisions.  An integrated Change Management process has been established, emphasizing enterprise risk management and customer communications. Also, a new Task Tracking System, based on a familiar, existing interface, has reduced workload, manage multiple complex vendor contracts  and simplified training requirements.
