Challenge

The Federal Government agencies previously used disparate and de-centralized systems, processes, and tools for the acquisition of goods and services. The Integrated Acquisition Environment (IAE) mission was to standardize, integrate, and streamline the Federal procurement processes, through electronic means, for the acquisition workforce and business partners, while increasing transparency.Because SiloSmashers is a recognized leader with experience and expertise in providing superior services and support in the areas of Program and Project management, GSA selected SiloSmashers to establish a Program Management Office to support all IAE efforts.

Solution

  • Established Program Management Office (PMO) to establish and maintain IAE efforts.
  • Collaborated with 24 CFO-reporting agencies to transform federal agencies stove-piped systems to a nine-system acquisition environment , providing back office services for the entire federal acquisition community systems from each agency’s stove-piped systems.
  • Provided program and project management; financial management; Earned Value Management (EVM) reporting; budget, capital planning and investment control support, acquisition support for planning, solicitation, source selection, and contract administration; systems architecture development; business analysis; change management; communications and outreach support; information security support including certification and accreditation; quality assurance; configuration management, and operational analysis support.
  • Collaborated with interagency teams to assess customer requirements and enable the IAE vision.
  • Performed analyses and reviews of IAE’s systems and government-wide guidance in compliance with statutory, regulatory, policy, and mandates.

Results

The implementation of the IAE created a true integrated environment that simplifies, unifies and streamlines the acquisition process for buyers as well as for vendors and sellers. This is done through the essential core of shared services which has freed up agencies to focus on Agency-specific needs while leveraging these government-wide shared services.  SiloSmashers’ expertise has enabled IAE has become the largest and most complex of the initiatives promoted by the E-Gov Act of 2002. Designed with input from over 300 representatives from 65 agencies, IAE is under the auspices of OMB's Office of Federal Procurement Policy (OFPP) and the Chief Acquisition Officers Council (CAOC). GSA, as the managing partner, was able to increase the use of technology to perform shared business services, reduce duplication of efforts, achieve economies of scale, and leverage federal investments.
